Registration
Registration will take
place 30 minutes before the team’s first scheduled game and rosters will be
frozen at that time. At registration, coaches
must present a roster (if updated from what was mailed in), current accredited
league passes and medical release forms for each player. Players need not be present at
registration. Any coach has the right to
challenge an opposing player’s eligibility by notifying the referee at the end
of the match. A team using an illegal
player or one without a valid pass shall receive no points for all previous
games. Their opponent(s) will receive
three points for a win. Recreational
teams entering the tournament should contact the tournament director ahead of
time regarding registration procedures.
All teams with guest
players must have a guest player release form that has been filed, signed and
dated by their league. These must be
presented at registration.
All Teams outside of Eastern
New York Youth Soccer Association must have filed a Permission to Travel form
with their National State Association and must present a copy at registration.

Playing Rules
FIFA rules apply, except as
follows:
A. No offsides.
B. ALL KICKS WILL BE DIRECT KICKS,
WITH ONE EXCEPTION. After the ball has gone out of bounds, it will be put
back in play via an indirect "Kick In". Opposing players must be
at least 10' away. Any ball touching the ceiling, cables or any overhead object
above the playing field will result in a direct free kick for the opposing
team. The free kick will be taken from the center of the playing area.
C. All goal kicks, as well as balls
put into play by the goalkeeper, within the goal box must make contact with
floor or player before traveling past center line. Any infraction will result
in a direct free kick for the opposing team from the center of the playing
area.
D. No slide tackling - any infraction
will result as a direct free kick at the spot of the foul.
E. Home team listed on left of
schedule kicks off.
F. Substitutions are unlimited and
made on the fly. Entering players will report to the scorers table at midfield
and then enter the field after the exiting player has come off. In the interest of fair
play, and in an effort to keep to schedule, any injured player should be
substituted as quickly as possible.
G. Footwear is either indoor soccer
shoes or sneakers (No black marking soles). Each team must bring two sets of
different colored jerseys. In the event of a color conflict, the Home team will
change jerseys. Jerseys must be numbered. All players must wear shin guards.
H. Two (2) yellow cards in one game =
red card. If player or coach receives a red card, he/she must sit out the remainder
of the game plus the following game. Flagrant and deliberate fouls will not be
tolerated and expulsion from the tournament may result at the discretion of the
referee or tournament staff. The referees have sole jurisdiction over the game
and they keep the official time. All decisions of the Tournament Committee will
be final. NO PROTESTS WILL BE CONSIDERED.
Each team participating
in the tournament does so at its own risk, and agrees to accept any and all
responsibilities for any injury. Wappinger United Soccer Club,
and Vassar College cannot accept any responsibility or liability for injuries
received during the tournament.
It is expected that all tournament
participants and spectators will conduct themselves properly both on and off
the playing area. Coaches are
responsible for the players/spectators of their teams both during and between
games. We have a zero-tolerance policy
for violent behavior and any offending person will be ejected from the
tournament.
Number of
Players
A player may be rostered on
only one team per age group. A maximum of 12 players per roster will be
allowed. The number of players on the playing surface will be as follows:

Standings
Each team will receive
three (3) points for a win, one (1) point for a tie, and zero (0) points for a
loss. All forfeits will result in a 1-0 loss for the forfeiting team. Teams who register for the tournament but
fail to show up will forfeit all of their games and their entry fee. In the case of a tie between teams, the following
tie breakers will be applied:
A. Head to head competition (if more
than two teams tied, this criteria is eliminated).
B. Most wins.
C. Least goals allowed.
D. Goal differential - maximum 3 goals per game.
E. Penalty shots according to FIFA rules.
F. In the event of a tie at the end of regulation time in a play-off
game, the outcome of the game will be decided by penalty shots (5).
In case of a tie in the
FINAL GAME (for first place), the following apply:
G. A five (5) minute sudden death will be
played.
H. If a tie still exists at the end of the overtime period, the tie will
be broken by penalty shots (5).
Awards
First, second and third place awards will be given
in divisions with six (6) or more teams. First and second place awards will be
given in divisions with less than six (6) teams. Participation awards will be given to teams
not receiving trophies in the U8, U9 and U10 age groups. A maximum of 12 awards
will be distributed per team.
